Further Funding for Youth Employment

Minister for Youth Employment Angela Constance announced that £8.5 million will be invested in projects to support young people into work. The investment includes:

£6 million to create 1000 jobs for young people through a continuation of Community Jobs Scotland into 2012/13.

£2.5 million towards a challenge fund to support the third sector to work with employers, delivering 800 opportunities for young people.

This investment is the second tranche of funding from the additional £30 million announced in December to tackle youth unemployment throughout Scotland.

Background
Community Jobs Scotland has been extended following a one year pilot, and is delivered by Scottish Council for Voluntary Organisation (SCVO) and Social Enterprise Scotland (SES) in partnership with the Scottish Government. The Third Sector has committed to working with the Government to deliver a programme which offers the following for 2012/13:

An opportunity for unemployed people to be given a training opportunity in the third sector for a minimum of 6 months which would allow them to make a contribution to their communities.

1,000 young people with six month contracts of 25 hours or more per week, for at least the minimum wage.

Enhancement of longer term job prospects for participants through concrete job experience.- Job specific training.- Additional training which enhances the participant’s wider prospects of securing a permanent job.- Support for the third sector as it seeks to continue to deliver services to communities across Scotland.

The scheme is open to those who have been unemployed for 6 months or more.

The number of JSA jobless in West Lothian for December is 4,216. This is an increase of 29 on the previous month.

West Lothian's unemployment rate of 3.7% is below both the Scotland (4.1%) and the Great Britain (3.9%) rate. West Lothian's unemployment rate ranks 12th highest out of all Scottish local authority areas.

Youth unemployment (18-24 year olds) in West Lothian for December is 1,255. This is a decrease of 35 on the previous month.

There were 1,055 notified jobcentre vacancies in December - a decrease of 114 from November 2011. The drop in vacancies is due to the tapering off in seasonal recruitment. However, the number of vacancies in December 2011 is 132 higher than December 2010.

The ratio of jobseekers to jobcentre vacancies stands at 4 jobseekers for every vacancy advertised in West Lothian Jobcentres. In comparison, Scotland’s ratio is 5.8:1, Great Britain’s is 4.8:1 with North Ayrshire having the highest ratio of 15.5:1 (16 jobseekers for every vacancy) of claimants to vacancies of Scottish local authorities.

Jobcentre Plus modernises service delivery

DWP is modernising the way Jobcentre Plus delivers its services and handing responsibility back to the Jobcentre Plus advisers who work with claimants day in, day out. Jobcentre Plus advisers will assess the individual needs of people and offer the support they think is best.

Jobcentre Plus advisers are now able to offer claimants a comprehensive menu of help including skills provision and job search support. They have the flexibility to judge which interventions will help claimants at the most appropriate point in their job seeking journey, tailoring this to individual need. For example, vulnerable young people often need additional support to find and gain employment. Jobcentre Plus, in partnership with Skills Development Scotland, Community Planning Partnerships, colleges, training providers and employers, has a key role to play in influencing the provision offered locally to best meet the needs of employers and people on benefits.

The flexible support that Jobcentre Plus District Managers are putting in place is being bolstered with a series of Get Britain Working measures such as: Work Clubs, volunteering, work experience, New Enterprise Allowance, Enterprise Clubs, sector-based work academies, and mandatory work experience.

The number of JSA jobless in West Lothian for August is 4,713. This is an increase of 23 on the previous month.

West Lothian's unemployment rate of 4.1% is below the Scottish (4.3%) rate, but above the Great Britain (3.9%) rate. West Lothian's unemployment rate ranks 13th highest out of all Scottish local authority areas.

Youth unemployment (18-24 year olds) in West Lothian for August is 1,550. This is a rise of 25 on last month.

There were 967 notified jobcentre vacancies in August - a net decrease of 362 from July 2011.

The ratio of jobseekers to jobcentre vacancies stands at 5 jobseekers for every vacancy advertised in West Lothian Jobcentres. In comparison, Scotland’s ratio is 6.3:1, Great Britain is 4.7:1 with Inverclyde having the highest ratio of 21.1:1 (21 jobseekers for every vacancy) of claimants to vacancies of Scottish local authorities.

New Enterprise Allowance scheme rolled out to West Lothian

The Government has recently rolled out the New Enterprise Allowance (NEA) programme to West Lothian. The NEA provides support to start a business to Jobseekers Allowance (JSA) customers who have been claiming for 26-weeks or more.

Job Centre Plus needs to be contacted to confirm eligibility and for referral onto the programme.

Participants will get access to a volunteer business mentor who will provide guidance and support as they develop their business plan and through the early months of trading. Once a customer can demonstrate they have a viable business proposition with the potential for growth in the future, they will be able to access financial support. This will consist of:

a weekly allowance worth £1,274 over 26 weeks, paid at £65 a week for the first 13 weeks and £33 a week for a further 13 weeks, and

if they need start-up capital, they may also be able to access a loan up to £1,000 to help with their start-up costs.

The total package of support could be worth up to £2,274 to each participant who starts their own business.

West Lothian has highest fall in unemployment rate

A new economic report has revealed that West Lothian has the highest fall in unemployment figures of any local authority in Scotland.

The report, produced by Mackay Consultants, shows that West Lothian's rate of unemployment fell by 12.4% between January 2010 and January 2011. This is a particularly impressive achievement for the area, as unemployment across Scotland rose over this period by an average of 0.9%.

The report revealed rising levels of unemployment in 21 of Scotland's 32 local authorities over the period and next best fall in unemployment was achieved in Dumfries & Galloway with a fall of 7.6%.

West Lothian's unemployment rate is currently 4.0% (4,569 people). West Lothian’s rate has recently fallen below the Scottish average (4.3%) although it is still slightly above the Great Britain (3.8%) rate.

Oatridge "Excellence" applauded by Inspectors

HM Inspectorate of Education has has praised Oatridge College in West Lothian for preparing students for the world of work.

Programmes in Environmental and Countryside Management and in Equine Studies are singled out in a glowing report, following an in-depth external review at the specialist land-based college last November. It builds on findings three years ago when Inspectors named five examples of "innovative and sector-leading practice."

In the 20-page report the Inspectors express their confidence that at Oatridge: "Learners are progressing well and achieving relevant, high quality outcomes.

"The strong focus on providing a service which is internationally recognised as a centre of excellence is inspiring to staff and learners and contributes to an ethos of constant improvement."

Oatridge Principal David James says: "This is an excellent report. West Lothian College offers new route to degree

West Lothian College are offering students a new route to university through an articulation agreement recently signed with Edinburgh Napier University.

The agreement will help students studying HND Computing-Technical Support at the College join the 3rd year of a BSc (Hons) in Network Computing from August this year, following the successful completion of the course. Students studying the HND in Computing-Technical Support this year have been able to apply through UCAS.

ELRAH (Edinburgh, Lothians, Fife and Borders Regional Articulation Hub) liaised with both partners (university and college) to agree on the articulation agreement. The agreement was signed by Mhairi Laughlin, Principal and Chief Executive of West Lothian College and Bob Rankin, Depute Dean of Faculty at Edinburgh Napier University.

West Lothian College has good relationships with numerous universities including, Edinburgh Napier, Heriot Watt, Stirling, Queen Margaret University and the Open University.

ELRAH are working with the College to secure more formal agreements with the universities.

Mairi Taggart, ELRAH Articulation Support Advisor at West Lothian College commented: "ELRAH provides support for students who are applying for places at university through our articulation routes. West Lothian College have a successful ongoing relationship with Edinburgh Napier University and we are building on existing articulation agreements that are already in place for other courses. We hope to increase the articulation agreements between West Lothian College and Edinburgh Napier University in the future."

Colin Miller, Head of Skills Centre at West Lothian College commented: "We are delighted with this articulation agreement in computing which follows on from a recent agreement for engineering courses. These agreements endorse the work carried out by ELRAH and the Institutions in providing advancement opportunities for our learners, to Higher Education.

The HND Computing-Technical Support course is designed for those who wish to follow a career in computing or information technology. Students will study subjects such as computer hardware, installation and maintenance, building local area networks and project management.

Council welcomes £1.5 million European Funding

European funding totalling £1.5 million which will benefit local businesses, people starting new businesses and young people seeking work has been officially accepted by West Lothian Council.
The funds will be invested in supporting these target groups through two key partnership projects:

The Business Gateway Plus European Regional Development Fund (ERDF) project aims to extend the scope of Business Gateway's existing services and respond to the current economic climate by supporting more companies and potential enterprises. The funding of £424,000 will deliver:

* Specialist e-business advice to assist existing enterprises maximise the potential of their websites, e-marketing and generate additional sales.
* Growth consultancy support for companies unable to access Scottish Enterprise account management.
* Entrepreneurship targeting underrepresented groups.

The Skills Pipeline European Social Fund (ESF) project has secured funding for two years of £1.08 million. The project will increase provide training opportunities for young people who are not in employment or training and provide practical support to help young people find and sustain a job.

West Lothian's executive councillor for Development and Transport, Martyn Day commented:

BUSINESS INVESTMENT SHOWS JOB GAINS IN WEST LOTHIAN

West Lothian, at the hub of the Scottish economy in Central Scotland, has welcomed the news that, despite the recession, the latest employment figures show that the area has gained 1,000 new jobs.

The figures come from the Business Register and Employment Survey (BRES), released 8 Dec 2010. http://www.nomisweb.co.uk/articles/526.aspx

According to these stats, West Lothian jobs in 2009 were at 80,321 compared to 79,302 in 2008.

The area has seen a number of positive developments in recent months. At Starlaw Park, Bathgate Glen Turner opened its new whisky distillery, and specialist ink firm Paragon Inks began the construction of a brand new, bespoke £3.5million 23,000 square foot manufacturing facility, which will allow them to triple their present production.

On Livingston’s Alba Campus, Glenmorangie opened their new whisky bottling plant, and biotechnology company Quintiles saw the opening of their new laboratory.

Strengthening the area’s retail sector, the new Sainsbury’s store opened in Almondvale, Livingston in time for Christmas trading, and Dobbies began work on their new £8million garden centre at Houston Mains, on track to open this Spring. Site work is also underway for the eagerly awaited Primark store in Livingston’s Centre.

Other firms growing in the area include Schuh who have announced significant expansion plans, and satellite broadcaster BSkyB - which employs over 4,000 people in Livingston - announced that it has passed its target of reaching 10 million customers. Fibre Photonics, Helia Photonics, AB Simulation and Balfour Beatty Rail Track are also finding a supportive environment for expansion in West Lothian.

West Lothian welcomed new business arrivals Epistemy and Optoscribe - winners of the Innovation Challenge -– who moved into the Alba Innovation Centre. Other new arrivals include Nisa Today, Planet of UK and Batt Cables Plc.
A local infrastructure development of significance across Central Scotland was the opening of the new Bathgate – Airdrie rail link in December. The new route allows passengers to travel direct to West Lothian from Edinburgh and Glasgow.

Access to West Lothian from Glasgow and West Central Scotland will be further enhanced by the upgrading of a six-mile stretch of the A8 in North Lanarkshire to motorway status. Ministers have given the go-ahead and it is hoped tenders for the work will be approved in 2011/2012.

South Lanarkshire provides new employability programme

The inclusiveness Programme is an innovative flexible employability programme managed by South Lanarkshire Council's Routes to Inclusion Team and delivered by South Lanarkshire College at various outreach venues across the area. The programme provides vocational training courses geared towards supporting people living in deprived areas take their first steps back into employment, further education or training.

New jobs for young people in Third Sector

The Scottish Government is to invest a further £10 million in 2011-12 to support unemployed young people into work and training opportunities in a new programme, Community Jobs Scotland.

The funding will primarily support 16-24 year olds unemployed for six months or more into a job within a third sector organisation in their community. There will also be opportunities for older unemployed people in those areas where unemployment is highest. The initiative will be rolled out across Scotland providing young people with six-month contracts of 25 hours or more per week, for at least the minimum wage.

The SCVO and Scottish Social Enterprise Coalition will work in partnership with Scottish Government to deliver the scheme which will provide opportunities for up to 2,000 participants, to support:

An opportunity for unemployed people to move into a job in the third sector for a minimum of six months which would allow them to make a contribution to their communities;
Enhancement of longer term job prospects for participants through concrete job experience;
Job specific training;
Additional training which enhances the participant's wider prospects of securing a permanent job; and
Support for the third sector as it seeks to continue to deliver services to communities across Scotland.

The latest January 2011 unemployment and Jobcentre vacancy figures have been published for West Lothian (Job Seekers Allowance (JSA) based figures). As expected, unemployment has risen slightly with seasonal recruitment tailing off, however, West Lothian continues for a fourth month to have an unemployment rate lower than the Scottish average.

The number of JSA jobless in West Lothian for January is 4,569 up from 4,257 in December. This is an increase of 312 and was expected given the usual seasonal labour market tendency of firms to release temporary staff in December and January.
West Lothian's unemployment rate of 4.0% is below the Scottish (4.3%) rate; but above the Great Britain (3.7%) rate. West Lothian's unemployment rate ranks joint 11th highest out of all Scottish local authority areas.
Youth unemployment (18-24 year olds) in West Lothian for January is 1,330. This is an increase of 105 on the last month.
There were 606 notified Jobcentre vacancies in January - a net decrease of 317 from December 2010. This is again an expected seasonal trend – there were 632 vacancies in January 2010.

As part of the measures to deliver the services customers need, Jobcentre Plus introduced Revised Service Hours on 1 November 2010.

Large and Medium sized Jobcentres are now open from 08.30 to 09.00 offering an “appointments only” service, then opening from 09.00 for fullservice through to 17.00.

Small Jobcentres continue to open from 09.00-17.00 for full service.

All Jobcentres also have the flexibility to offer appointments to specific customers from 17.00-18.00 subject to local business need.

The Jobcentres that are open in Edinburgh, Lothian and Borders District from 08.30 to 09.00 for “appointments only” are:

• Bathgate
• Livingston
• High Riggs/Edinburgh City and Leith

The latest unemployment and Jobcentre vacancy figures are out today for West Lothian (Job Seekers Allowance (JSA) based figures). There is some encouraging news with West Lothian’s unemployment rate now lower than the Scottish average for the first time in two years.

The number of JSA jobless in West Lothian for October is 4,245. This is a decrease of 164 on the previous month.
Encouragingly, West Lothian's unemployment rate of 3.7% is just under the Scottish (3.8%) rate; although above the Great Britain (3.5%) rate. West Lothian has not experienced a rate lower than the Scottish average since 2008 and the beginning of the economic downturn. West Lothian's unemployment rate ranks 10th highest out of all Scottish local authority areas.
Youth unemployment (18-24 year olds) in West Lothian for October is 1,315. This is a decrease of 75 on the last month.
There were 1,640 notified Jobcentre vacancies in October - a net increase of 566 from August 2010 (Jobcentre Vacancy figures are not available for September due to technical issues at ONS).
The ratio of jobseekers to jobcentre vacancies stands at 3 jobseekers for every vacancy advertised in West Lothian jobcentres, which is a good improvement on August’s ratio of 5 jobseekers. New Housing Association Training Academy Launched

Deputy First Minister Nicola Sturgeon has launched Glasgow Housing Association’s latest campaign to deliver excellent customer service. The Health Minister visited GHA’s new Training Academy to see work take shape on the new facility, where staff will be trained in a number of areas.

The GHA Academy aims to provide a range of learning opportunities, management and staff development courses and skills training. This will include hands-on training for frontline staff, such as housing officers and concierge, so they can deliver higher standards of customer service excellence. Some of the academy’s programmes will even lead to nationally recognised qualifications.

The latest unemployment figures show a fall in JSA unemployment across all local areas in Scotland. This is a not unexpected seasonal change as employers in retail and other sectors recruit at this time of year. However, rate of decrease in Scotland over the last month is much higher than other parts of the UK.

The number of JSA jobless in West Lothian for September is 4,409. This is a decrease of 432 on the previous month.
West Lothian's unemployment rate of 3.9% is higher than both the Scottish (3.8%) and Great Britain (3.5%) rates.

Flexible Training Opportunities

Flexible Training Opportunities gives businesses with under 50 employees the opportunity to apply for up to £5,000 towards employee training costs.

Launched by Skills Development Scotland (SDS) and supported by the European Social Fund, it aims to help small businesses become more resilient and to boost productivity and success. Funding is available for up to 10 employees per business and the money is not a loan so there's no need to pay it back.

SDS will refund up to 50% of each episode of employee training up to a maximum of £500 per employee. It effectively means you can double your training investment. Or it might help you introduce some training when you thought it wouldn't be possible.

Tackling youth unemployment will be the theme of this year's annual economic conference, which takes place on Tuesday, 14 September, 2010 at Howden Park Centre in Livingston.

Entitled 'Harnessing West Lothian's Talent ? Creating Real Employment Opportunities', the free conference has been organised by the West Lothian Economic Partnership, and aims to show that West Lothian's young and growing population are its biggest asset for employers.

The increase in unemployment caused by the recession is having a greater impact on young people, and the conference aims to inspire local organisations to get involved in national and local employment initiatives to support the future workforce by highlighting instances of best practice.
Drawing on their own organisation's experiences, speakers will show how public and private sector collaboration can achieve real results.

West Lothian Council's Executive councillor development and transport, Martyn Day, said: "Youth unemployment is a major waste of the talent and enthusiasm that young people can bring to our economy.

A new batch of apprentices has joined the ranks at West Lothian Council.

This year's intake of 17 newcomers will be spread across the council's Housing and Building Services, Neighbourhood Environmental teams and Land Services, and Operational Services.

The budding new trades people consist of: two horticulture apprentices, four roads apprentices, three electricians, three joiners, one bricklayer, two painters and two roofers. The new batch will take the total number of apprentices working for the council to 82.

Frank Anderson, Executive Councillor for Services for the Community, added: "West Lothian Council has a strong tradition of providing career opportunities to local people, through the apprenticeship programme.

"An investment in our apprentices, is an investment for the future. We will always need skilled trades people and we're delighted to have the next generation on board.

"Our skilled trades people will help ensure that the new apprentices develop strong, practical on the job training combined with theory practice."

Volunteers wanted for young people mentoring programme

Voluntary Sector Gateway West Lothian, in partnership with West Lothian Council's 'More Choices, More Chances' team, is running a year long pilot mentoring project for 14 to 19 year olds.

The young people are recognised as under-achieving at school or, in the case of the 16 to 19 age group, having difficulty in finding employment.

The pilot will provide trained volunteer mentors to work with individuals for at least two hours a week.

Two schools taking part in the pilot are Bathgate Academy and Broxburn Academy.

Volunteer mentors will receive training and support throughout the pilot year. Training will take place at the Voluntary Sector Gateway in Bathgate from 6pm to 9pm on Tuesday 14, and Thursday 16 September.

Soon after training is completed, volunteer mentors will be matched to a young person who will have read their profile and asked to meet with them.

JD Wetherspoon, which has nearly 800 pubs in the UK including about 40 in Scotland, said the current tough employment environment for young people, including many teenagers struggling to get university places, was "at the forefront of our minds" in launching the initiative.The company said the 16- and 17-year-olds would be employed both "front of house" and in the kitchens, delivering food and coffees to customers, tidying up and generally helping with the smooth running of outlets. However, they will not serve alcoholic drinks as that is prohibited by law.

College gives jobless a chance

Twenty unemployed young people from West Lothian are to be given six months work experience and training by Oatridge College, under a project which has attracted funding from the government’s Future Jobs Fund (FJF) and the LEADER rural development initiative.

Interviews to select the first group of ten 18 to 24 year olds are already underway and those chosen will work for four days per week in the on-campus Scottish National Equestrian Centre, the College stables or golf course, on the Oatridge estate, in the animal care department or in administration. They will also have one day per week for formal training, with the aim of making them more prepared for the jobs market.

The FJF will provide £130,000 and LEADER £37,000 towards the total cost of the £174,000, year-long project.

The search is also on for Workforce Development Supervisor who will work with the two groups to provide support and guidance to the individual members.

There are currently 1,645 unemployed 16 -24 year olds in West Lothian and the area generally has a higher jobless rate than the rest of Scotland (4.8% against 4.2%). It is estimated however by Lantra, the sector skills council for the landbased and environmental industries, that Scotland will need 86,000 recruits in the next ten years and even now, there are serious problems filling vacancies.

Adrian Kitchen, director of business and curriculum development at Oatridge, says: “We firmly believe that the young people selected to take up this opportunity for genuine work experience and training will, at the end of the six months, stand a far better chance of finding a permanent job in one of the landbased industries.

“Our objective is to interview each of the individuals identified for us by Job Centre Plus and find people who are a good fit for the range of jobs we have available. It will not only benefit them greatly, but will be of real benefit the local economy as well.”

The latest unemployment and Jobcentre vacancy figures are out today for West Lothian (Job Seekers Allowance (JSA) based figures). There has been a fair amount of press coverage regarding the figures on long-term youth unemployment. The STUC have presented a report on the increase in 18-24 year olds who have been unemployed for 6 months or more - with West Lothian having the highest rate of increase in Scotland of 120%.

Youth unemployment is a significant challenge in West Lothian the rate of increase figures don't tell the full story. Long term youth unemployment in West Lothian began to increase from January 2009 onwards but appears to have peaked at around 500 by April/May 2010. West Lothian's rate of increase has been greater than Scotland particularly over the last twelve months.

The level of youth unemployment is higher in West Lothian than the Scottish average. Currently have the 7th highest rate of youth unemployment across all Scottish Local Authorities. West Lothian has the third highest rate of long term youth unemployment (behind North Ayrshire and North Lanarkshire).

New record pass rate for Highers

A new record pass rate for Highers, at 74.6%, has been achieved by Scottish students this year whilst the strong record of achievement in Standard Grades has been maintained.

More than 160,000 young people who sat Standard Grades, Highers and other qualifications this school year will receive their exam results by post on August 5. Around 35,000 students also signed up for the MySQA service and received their results via text message or e-mail on August 4.

The Scottish Government has already provided record levels of funding for universities, made additional college places available for the forthcoming year and announced thousands of training and work opportunities as part of a £6.5 million package of support called Step Forward Scotland, for the increased number of young people expected to leave school or college this summer.

New Funding for Youth Groups

Youth projects throughout Scotland have been invited to apply for funding from a £2.5 million pot of cash created from the proceeds of crime. Justice Secretary Kenny MacAskill recently announced that a fourth round of funding for youth projects from the CashBack for Communities scheme is now open.

The cash is the first portion of £6.5 million recovered earlier this year from a Russian money launderer with dealings in Scotland, which is now being invested directly back into local communities to provide free diversionary activities for young people. Announcements on use of the remaining funds will be made in coming months.

The scheme, to be administered by YouthLink Scotland, the national youth work agency, has been allocated £2.5 million to distribute over the next two years to local youth projects in the form of grants up to a maximum of £30,000.

Scottish school leaver destination results published

The Scottish Government have recently released the 'FOLLOW UP SURVEY OF LEAVERS FROM SCOTTISH SCHOOLS: LEAVERS FROM SCHOOL YEAR 2008/09. The survey presents national information on the destination status of young people approximately 9 months after they left school, from the 2008/09 school year.

The initial (approximately 3 months after leaving school) destination status of these leavers were published in the “Destinations of Leavers from Scottish Schools: 2008/09” publication on 24 November 2009.

The main findings from the 'Follow up survey of young people from school year 2008/09' shows us that:

The proportion of school leavers in sustained positive destinations was 85.1% in March 2010, approximately 9 months after leaving school. This compares to 84.0% of school leavers in positive destinations in March 2009.
The proportion of school leavers in further or higher education rose from 51.0% in March 2009 to 57.5% in March 2010.
The proportion in employment in March 2010 fell to 22.9% compared to 28.5% in March 2009.
The proportion unemployed decreased from 15.4% in March 2009 to 14.5% in March 2010.

16+ E-prospectus launched

Skills Development Scotland (SDS) is working closely with the Scottish Government and Local Authorities to ensure that all training providers offering courses for the 16 plus age group are listed on the NLOD (national learning opportunities database).

The aim is to put in place clear, robust processes for ensuring that all young people completing compulsory schooling have a suitable offer of post-16 learning, with a particular focus on providing more choices and chances for those who need them. The NLOD will ‘power’ the e-prospectus, a web-based portal.

The plan is to have the model in place across Scotland by December 2010. The number of JSA jobless in West Lothian for April is 5,041. This is a decrease of 145 on the previous month.
West Lothian's unemployment rate of 4.7% is higher than both the Scottish (4.3%) and Great Britain (4.1%) rates.
West Lothian's unemployment rate ranks 11th highest.
Youth unemployment (18-24 year olds) in West Lothian for January is 1,565.

The number of JSA jobless in West Lothian for March is 5,186. This is a decrease of 125 on the previous month.
West Lothian's unemployment rate of 4.8% is higher than both the Scottish (4.5%) and Great Britain (4.2%) rates. West Lothian's unemployment rate ranks 9th highest.
Youth unemployment (18-24 year olds) in West Lothian for January is 1,645. This is an increase of 35 on the last month.

Council staff have been helping local young people prepare for the working world.

Chief executive Alex Linkston presented achievement awards recently to the first group of young people to have a completed the council's Get Ready for work programme.

The Get Ready for Work programme provides up to 26 weeks of work experience within a council department. The trainee, normally aged 16 or 17, has a staff member as workplace mentor to help support them in the workplace, so they gain the vocational skills required to be a competent and valuable employee.

Miriam Georgeson, Vocational Training Coordinator, said: ''As the largest employer in West Lothian, the council was keen to add Get Ready for Work to their existing training programmes for the young people.

''Given the current economic downturn, training and employment opportunities for young people are less available than they have been previously.

''Of the 12 young people who have completed the training programme so far, three have secured employment with the council and two have returned to education.

''This is a unique opportunity for the council to become part of the solution for these young people and help them in a very practical way to get on track to compete for jobs or more into training.''

Get Ready for Work trainee Thomas McNee spent six months with the Roads Department and has now secured employment.

He said: ''I am so much better prepared now to get a job than I was a few months ago.''

Environmental scheme is a cut above

A new initiative is helping local young people take a key role in improving their environment and getting new skills for work.

Four West Lothian young people have been working in the woodland area in Fauldhouse near the football pitches, to open up the woodland and make it safer for walkers.

The project has been developed by a partnership group including Community Regeneration, Fauldhouse Community Development Trust and Forestry Commission Scotland, and aims to make a positive difference in the local environment, and give the young people involved new skills to help them find work.

The project will offer 12 unemployed young people a job for six months. They will receive training both on the job and formal classroom based training such as chainsaw use, tree planting and chemical spraying. In addition to gaining skills necessary to assist them in labour market, the young people will also undertake small scale environmental improvements in the Fauldhouse area for the benefit of the local community.

Both West Lothian’s LEADER programme, which provides European funds for rural development projects, and the government’s new Future Jobs Fund, which funds schemes that create new employment opportunities for young people aged from 16 to 25, are financially supporting the project.

Martyn Day, Executive Councillor for Transport and Development, said: “This is very worthwhile initiative, which will both give local young people skills to help them find work and make a real difference to the Fauldhouse area.

“In their first week in their new jobs, the young people learned how to safely use the tools for the job, including bow saws, hand tools, high loppers and chippers, which are essential for anyone looking to work in this field.

“I’m delighted to see so many different organisations come together for a project like this, which will substantially improve both the environment in Fauldhouse and the chances of these young people finding a permanent job.”

The project was identified by the Fauldhouse Community Development Trust, who are managing the young workers, and has been contracted to Living Solutions, a social enterprise company set up to tackle social and environmental problems with expertise in landscaping and woodland maintenance.

Forestry Commission Scotland has been working with Living Solutions to identify other work to be undertaken by the project during the next few months.

Kal's employment success story

Kal is a 21 year old young man who has been diagnosed with Asperger’s Syndrome, which is a condition occurring in the “high functioning” section of the Autistic Spectrum. Although he is well presented and very intelligent Kal had never been able to obtain paid employment. This was, to a large extent, due to his disability, the central features of which include difficulties with communication, social relationships and flexibility of thinking.

In October 2008 Kal was referred to Intowork West Lothian, who had just commenced a new employment–focused service to West Lothian residents with Asperger’s Syndrome or Acquired Brain Injury. Kal worked on a weekly basis with Intowork, learning how to cope with issues arisng from his Autism and acquiring the skills needed to gain sustainable employment. Kal was also keen to enter the world of Higher Education, so a two-pronged strategy was developed. Whilst applying for a large number of jobs - mainly in the retail sector - Kal also applied to West Lothian College to do a full-time HNC in Digital Media. He was accepted for this course and is currently studying hard and enjoying taking part in Higher Education.

Kal was, for a long time, unsuccessful in obtaining paid employment. Although he did get a number of interviews he always fell at the last hurdle, mainly due to his lack of experience and particular difficulties with interviews due to his disability. This did not deter Kal and he put more effort into improving his skills. His efforts were rewarded in October this year when, having been interviewed for a position with Scotmid at the new store in Dedridge, was offered a part-time position.

Kal responded well to his training and is now a key member of staff. He enjoys his job and is always enthusiastic. He says that the training and support he received from the Scotmid management and staff was second to none, and he has fitted in well with the team.

Intowork West Lothian will continue to support Kal in his employment; offering support to his employer and staff on an “as required” basis. Kal is an excellent example and role model to any young person – with or without disability – who is struggling to find employment and is to be congratulated on his fantastic achievements.

West Lothian's unemployment rate of 4.9% is higher than both the Scottish (4.5%) and Great Britain (4.3%) rates. These rates are unchanged from the previous month.
West Lothian's unemployment rate ranks 11th highest out of all Scottish local authority areas, down from 10th in January.
Youth unemployment (18-24 year olds) in West Lothian for February is 1,610. This is an increase of 10 on the last month.
There were 723 notified Jobcentre vacancies in February - an increase of 89 from January.
The ratio of jobseekers to jobcentre vacancies stands at 7 jobseekers for every vacancy advertised in West Lothian jobcentres. In comparison, Scotland's ratio is 6.7:1, Great Britain is 5.7:1 with West Dunbartonshire having the highest ratio of 15.8:1 (Almost 16 jobseekers for every vacancy).

Future Jobs Fund Update

28 people are currently in post across West Lothian as a result of the Future Jobs Fund, with a further 20 about to start new jobs. The jobs include 6 people working in farm and catering positions at Almond Valley Heritage Centre in Livingston; 3 collecting and delivering furniture with Home Aid based in Bathgate; 2 involved in the food coop and development work at the Pitstop in Addiewell; 4 working in forestry initiatives around Fauldhouse and 4 working from the Volunteer Centre in Bathgate.
We are still looking for employers who can create a new job with community benefit for 6 months for a young person aged 18 – 24 for which DWP will contribute £6,500 per job.

The number of JSA jobless in West Lothian for January is 5,217. This is an increase of 493 on the December 2009 figure.

New Report – Vocational Qualifications Can Boost Earnings

£3m public training portal goes live!

A One-stop website for businesses looking to navigate the maze of public skills, educational and training programmes has been recently launched.

The Talent Map web portal took two and half years to create, costing a total of £3 million. It was developed with the help of Royal Bank of Scotland and BT chairman Sir Mike Rake. It currently pools information from 100 government sites, with more to be added over time.

Scottish skills minister Keith Brown said the portal would mostly help small and medium-sized firms. He added: "Businesses see this as an important tool to bring about the right skills training."

JSA based unemployment figures do not provide the full picture. However, the headline JSA figure does help to indicate the latest trend or change at a national or local level and whether the economic down turn is beginning to bite. The Government's favoured method of measuring unemployment - the ILO method does not readily translate into up-to-date local area estimates.

The Jobseeker's Allowance (JSA) is payable to people under pensionable age who are available for, and actively seeking, work.

New Modern Apprenticeship Grant

Scottish businesses of all sizes and in all sectors are to be given the opportunity to receive £1,000 to take on a new Apprentice. This is the latest strand of the 'Invest in an Apprentice' scheme. Businesses across Scotland will be offered £1000 to take on a new apprentice.

The £4 million scheme is time limited and will run from January 11 to March 26, reflecting views from employers and companies who say they need help now. The incentive is available for up to 4000 employers.

The scheme is part of ScotAction, an integrated package combining new and improved measures to help individuals and businesses through the recession and will provide skills assistance - including wage subsidies in some circumstances - for training for work, training in work and training from work to work to help Scottish people and businesses survive the downturn and thrive when the economy starts to recover.

£34m ERDF and ESF funding for jobs announced

A European cash injection of more than £34 million will be invested in programmes to develop Scotland's workforce and safeguard and create jobs. New allocations from the European Social Fund (ESF) and European Regional Development Fund (ERDF) that will help 28,000 people to gain or sustain employment opportunities through skills development and support the creation of 193 jobs.

Funding of £16 million will be invested in Community Planning Partnership (CPPS) initiatives to support and prepare people for work in Glasgow, Dundee, East Ayrshire, Fife, Inverclyde, North Ayrshire, North Lanarkshire, Renfrewshire, South Lanarkshire, West Dunbartonshire and West Lothian. This will help more than 23,000 people to find work.

Funding of £18 million will go towards 43 projects in the Highlands and Islands area which will provide more than 5,000 individuals with help and support to enter employment.

Of the funding used to assist CPPS' ongoing work to support employability in their areas, West Lothian will receive £580,000 from the European Social Fund and £48,000 from the European Regional Development Fund.

Staff development training for rural businesses

Russell Parker, Business Development Executive at Oatridge College, says he has received a “universally positive response” from the rural businesses he has contacted about the exciting, new 2KT+ project, which offers companies access to the expertise and support of Oatridge and its partner institutions.

The knowledge transfer programme enables small to medium-sized business and social enterprises to harness academic resources and exploit market opportunities. In his new role, Russell has already been in touch with several keen to take up the offer, especially for specialist training programmes for staff development.

Adrian Kitchen, the Director of Curriculum and Business Development at Oatridge, says: “The reactions of businesses contacted to date have been very encouraging. West Lothian's rate of unemployment has been higher than both Scotland and Great Britain's in the last year and this gap has risen slowly in the last quarter.

Small firms offered funds to take on new apprentices

Small and medium size businesses in the manufacturing, textiles, food and drink and energy sectors will be given a £2,000 financial incentive to take on a new apprentice. Announcing the new 'Investment in an Apprenticeship' scheme, Cabinet Secretary for Education and Lifelong Learning, Fiona Hyslop said: "Apprentices are vital for Scotland's recovery. That is why I am inviting small and medium size businesses to take advantage of this Scottish Government and European Social Fund incentive of £2,000 to take on a new 16-19 year old apprentice".

Funding for youth groups and schools

The Central Scotland Forest Trust has launched its Community Project Fund for 2009. The Community Project Fund provides one-off grants of up to £250 to help constituted community or youth groups and schools improve their local environment and make a positive difference for all the community.

ESF and ERDF Bids submitted - 9 October 2009

Last Friday was the deadline for submission of ESF and ERDF proposals for projects starting in 2010. Three proposals to support employability work in West Lothian were submitted.

Extension to the Connecting Communities ERDF Connecting to Jobs ESF Community Planning partnership programme
An extension to this integrated package of activity was proposed with European Funding used to target key groups – Young people requiring More Choices, and More Chances and geographic communities with the highest levels of exclusion from employment. A revised plan to extend the current approved package of action for a year from September 2010 to August 2011.

A new ESF proposal has also been submitted to provide a route into employment for people with "High Support Needs"
Proposed project activity includes:
Targeted support in two areas - one for people with severe and enduring mental illness and one for those with learning disabilities
Employer engagement to encourage recruitment from these groups and to support employers in sustaining clients within their post
Specialist training on diverse issues from health and safety and people skills, to art therapy and literacy and numeracy
Support for clients to look for and apply for jobs as well as support to sustain employment once they’ve attained it.

The number of JSA jobless in West Lothian for August is 4,747. This is an increase of 169 on the July 2009 figure and is the highest total for West Lothian since August 1996.
West Lothian's unemployment rate of 4.4% is higher than both the Scottish (4.2%) and Great Britain (4.2%) rates and is higher than at any time since August 1996.
West Lothian's unemployment rate ranks 13th highest out of all Scottish local authority areas.
On a positive note, there were 1,050 notified Jobcentre vacancies in August - a net increase from July 2009 of 274 vacancies.
Also, there has been a slight decrease in the ratio of jobseekers to jobcentre vacancies this month, with approximately 5 jobseekers for every vacancy advertised in West Lothian jobcentres. In comparison, Scotland's ratio is 5.0:1, Great Britain is 4.5:1 with North Ayrshire having the highest ratio of 12.4:1 (12 jobseekers for every vacancy) of claimants to vacancies of Scottish local authorities.

£1000 cash back offered to recruiting employers

Jobcentre Plus is offering £1000 to employers for every eligible person that they recruit, who has been claiming Jobseeker’s Allowance for six months or more.

Eligible candidates looking for work will want employers to notice their potential and may refer to the £1000 in their letter of application, as part of their CV, on application forms, or during the recruitment process.

For employers, the process for making a claim is quick and easy on the Jobcentre Plus website.

The latest unemployment and Jobcentre vacancy figures have been published for West Lothian (Job Seekers Allowance (JSA) based figures).

The number of JSA jobless in West Lothian for July is 4,578. This is an increase of only 5 on the June 2009 figure.
West Lothian's unemployment rate of 4.3% is higher than both the Scottish (4.1%) and Great Britain (4.1%) rates. West Lothian's unemployment rate is the same as South Lanarkshire.
There were 776 notified Jobcentre vacancies in July - a net decrease from June 2009 of 70 vacancies.
There has been a slight increase in the ratio of jobseekers to jobcentre vacancies this month, with approximately 6 jobseekers for every vacancy advertised in West Lothian jobcentres. In comparison, Scotland's ratio is 6.0:1, Great Britain is 5.7:1 with North Ayrshire and West Dunbartonshire jointly having the highest ratio of 12.9:1 (13 jobseekers for every vacancy) of claimants to vacancies of Scottish local authorities.

Big increase in 18-24 year olds out of work

Recently published government figures for England show the largest number of 18 to 24 year olds out of work or education since the first quarter of 2005. The quarterly brief which provides statistics on young people Not in Employment, Education or Training (NEET) and young people Not in Education and Training (NET) uses information from the labour Force Survey (LFS) and Client caseload Information system (CCIS) maintained by the Connexions Service to monitor NEET at a more detailed level. The data presented covers England and is on an academic age basis.

Volunteers wanted for young people's mentoring project

Volunteer Centre West Lothian and West Lothian Council’s `More Choices, More Chances’ team are planning a collaborative, year long pilot project centred on providing volunteer mentors to act as role models to young people within three of the Council’s secondary schools and to young people who have recently left school as they seek to sustain employment. The age range of the potential Mentee’s is 14 to 19.

The Young People’s Mentoring Programme will seek to address what is perceived to be one of the contributing factors in the young people not achieving a good standard of learning, level of personal motivation and employment – the absence of a positive role model in their young lives.

They intend to recruit Volunteer Mentors from within West Lothian’s Business Community as well as the Public and Private sectors.

Training and ongoing support of the Mentors will be provided free of charge and reasonable travel expenses met. This is an ideal opportunity to use your life skills to assist the young people of West Lothian. There is a need for 40 Volunteer Mentors.

Training will take place in the Volunteer Centre from 6 to 9pm over three evenings, 27th and 31st of August and 1st September 2009

Scottish school leaver destination results published

The recently published follow up survey on school leavers from school year 2007/08, indicates that:

The proportion of school leavers in sustained positive destinations was 84.0% in March/April 2009, approximately 9 months after leaving school. This compares to 87.0% of school leavers in positive destinations in March/April 2008.

The proportion of school leavers in further or higher education rose from 47.9% in March/April 2008 to 51.0% in March/April 2009.

The proportion in employment in March/April 2009 fell to 28.5% compared to 34.4% in March/April 2008.

The proportion unemployed increased from 12.5% in March/April 2008 to 15.4% in March/April 2009.

There were 8 46 notified Jobcentre vacancies in June - a net increase from May 2009 of 41 vacancies.
There has been an improvement on last month, with approximately 5 jobseekers for every vacancy advertised in West Lothian jobcentres. In comparison, Scotland's ratio is 5.8:1, Great Britain is 5.9:1 with Clackmannanshire having the highest ratio of 14.7:1 (15 jobseekers for every vacancy) of claimants to vacancies of Scottish local authorities (see attached excel sheet).

70,000 new green jobs if councils tackle climate change

At least 70,000 jobs could be created across England and Wales if councils slashed climate-changing emissions by insulating homes and businesses and fitting green energy to buildings, according to recent independent research released by Friends of the Earth.

The research - by leading advisors to councils on climate change Carbon Descent - was published to launch a new nationwide campaign calling for local councils take urgent action to cut CO2 emissions.

FUTURE JOBS FUND

The Future Jobs Fund is a major new initiative which will operate across the UK. It is designed to create 15,000 jobs across Scotland between October 2009 and April 2011.The 18 month initiative is focused on young people aged 18-24 who have been on Job Seekers Allowance but it will also support some long-term unemployed people who have barriers to employment or live in areas with high concentrations of unemployment.

First Issue of the IPPR Youth Tracker published

The Institute of Public Policy and Research (ippr), in conjunction with the Private Equity Foundation, has today published the first issue of the Youth Tracker – a new quarterly newsletter looking at how Britain’s young people are faring in the recession, and what we can do to support them.

The Tracker features articles, interviews and comment pieces addressing the impact of the recession on young people and the organisations working with them, with a particular focus on young people not in employment, education or training (‘NEET’). It also provides a digest of recent research and statistics which will be of interest to organisations working with disadvantaged young people.

The latest unemployment and Jobcentre vacancy figures are out today for West Lothian (Job Seekers Allowance (JSA) based figures).

The number of JSA jobless in West Lothian for May is 4,542. This is an increase of 12 on the April 2009 figure, and is the highest total for West Lothian since September 1996.
West Lothian's unemployment rate of 4.3% is higher than both the Scottish (3.9%) and Great Britain (4.1%) rates, and is higher than at any time since February 1997. West Lothian's unemployment rate is the same as South Lanarkshire and Renfrewshire.
There were 805 notified Jobcentre vacancies in May - a net increase from April 2009 of 19 vacancies.
Similar to last month, there are approximately 6 jobseekers for every vacancy advertised in West Lothian jobcentres. In comparison, Scotland's ratio is 5.3:1, Great Britain is 5.5:1 with Inverclyde having the highest ratio of 11.6:1 (12 jobseekers for every vacancy) of claimants to vacancies of Scottish local authorities (see attached excel sheet).

Ambition 2020: World Class Skills and Jobs for the UK

The UK Commission for Employment and Skills (UKCES) has recently published its state of the nations report, ‘Ambition 2020: World Class Skills and Jobs for the UK’. The report challenges the government and business to raise their efforts, their ambitions, and the nation’s skills to prevent the UK slipping behind its international competitors over the next ten years.

The report shows significant improvements in the UK’s skills levels over the last decade but finds that urgent action needs to be taken now to ensure post-recession success and to reach the goal of being in the top eight countries in the world for productivity, employment and skills by 2020. The report’s findings include a fundamental mismatch between supply and demand in the labour market and state that to achieve the recommended goals will require an additional 20 million qualifications by 2020.

The study was commissioned by The Scottish Government (2007-08) and was intended to inform a series of papers on 'Building the Curriculum' being prepared as part of the implementation of Curriculum for Excellence ( CfE).

The study had several key objectives:

To identify and select five case studies of provision for young people who require More Choices and More Chances ( MCMC). These were selected to illustrate a range of provision in different contexts, and identified as examples of good practice by a range of key stakeholders across Scotland.
To gain a detailed understanding of the activities and achievements of the organisations, partnerships or programmes within the case studies.
To identify the factors influencing success in each case study and assess how any challenges had been addressed.
The research methods varied to suit the case study contexts but generally involved interviews with providers, pupils, and parents, and scrutiny of providers' own evaluations and monitoring information.

Within each case study, the findings are arranged under headings reflecting key areas of interest to the study: the experience of pupils and outcomes, an overview of provision, factors influencing provision and finally, future developments and sustainability.

Future Jobs Fund to create 15,000 jobs across Scotland

The Future Jobs Fund, announced as part of the April 2009 Budget, is a major new initiative which will operate across the UK. It is designed to create 15,000 jobs across Scotland between October 2009 and April 2011.

The 18 month initiative is focused on young people aged 18-24 who have been on Job Seekers Allowance but it will also support some long-term unemployed people who have barriers to employment or live in areas with high concentrations of unemployment.

A key element of the programme is that the jobs created should provide community benefit and in Scotland there is an expectation that over 1,000 green jobs will be created as well as jobs in social care, childcare, health, energy efficiency, sports and the arts. Funding of around £95m will be available in Scotland and this will fund the costs of employing an individual for six months on at least a minimum wage.

The programme is an opportunity for the third sector in Scotland to extend the range of services it provides to communities across Scotland as well as contributing to the challenge of young people and long-term unemployment. It also provides an opportunity for people to stay connected to the labour market and deliver genuine benefit to their local area.

Home Energy Apprenticeship scheme announced

More than 100 individuals in Scotland are to be offered a place in a new Home Energy Apprenticeship Programme.

The Scottish Government will support Scottish and Southern Energy (SSE) in a Home Energy Apprenticeship Pilot Programme which will build a framework of energy professionals to support the company's long term ability to contribute to energy efficiency goals.

Extra Government jobs for unemployed

More Scottish Government jobs will be made available to individuals who face increased barriers to employment.

Speaking at the Welfare to Work Convention in Stirling the Cabinet Secretary for Education and Lifelong Learning, Fiona Hyslop, announced that she had signed the Scottish Government's first ever Local Employment Partnership (LEP) with Jobcentre Plus.

Through the LEP the Scottish Government will put in place a number of measures to help support benefit claimants into work. Such measures might include pre-employment training, mentoring opportunities, supported placements through Get Ready for Work, and a review of their recruitment and selection methodologies to help make job opportunities in the Scottish Government more accessible to young people and adults further from the labour market.
